If the battery was dead in an ATV and the electric start wasn't work, would the pull cord enable it to start or is the pull cord only beneficial when there is a starter problem?

Here is the reason why I ask:

Went to start my 2000 Honda Recon a couple of weeks ago and when I pressed the electric start, the motored turned over for a second or so and then nothing. Used the pull cord for the first time ever and it started on the first pull. Chalked it up as a dead battery since it was the original and I hadn't run it much in the fall.

I go and get a new battery and install it. Same thing...starter turns for a second and seems to freeze. Same results as before when I use the cord to start it...starts on the first pull.

Which leads me to my questions:

1. Would the ATV had started if the old battery was bad?...when I used the cord for the first time?
2. My far from mechanical mind is telling me that it is probably a starter issue...agree?

Thoughts?

Yep. The battery is to run the starter, but the ignition is handled by the magneto inside the cover.

Could be starter, more likely it's a bad battery. All of the auto parts places will check them both for free these days.
