does anyone know the production numbers on these. some places are still offering them but i've heard of a shortage in others.

The natural scarcity of the Medio Tiempo, taken from the upper leaves of sun-grown tobacco plants, and which not all plants produce, makes Cohiba Behike a limited available product which will be somewhat inaccessible for lovers of Habanos.
from the official habanos s.a.

i've put in a couple of orders months ago but haven't heard anything yet from the vendors and haven't seen any boxes...vendors exclaim there's product they are just waiting for it from their distributors.

anyone know what's up with distribution of the behikes or the production vales for this release?

From the book The Havana Cigar:

Medio tiempo leaves help only to define the cigar's strength. Rather thick and quite flexible, they are rich in oils and have a deep chestnut color.
Ligero and medio tiempo leaves are classified together in the same category. One or more of seco, ligero, and medio tiempo leaves are used in this filler, depending on the Vitolas produced.

So, it's nothing special. It might just be used in a special manner regarding the Behikes. If you perceive them to be scarce, then they're scarce

unfortunately my perception hasn't changed the results of my inability to access them currently through particular vendors.

It's a new product so shortages are relatively common. Or Cuba is artificially creating a scarcity to keep them in demand. The prices some vendors are pricing these at is pretty absurd.

this is what amazes me the most...anyone to spend $1000 on a box of these is a fool.

just got an email from my vendor...says they're having problems filling my request for 52's due to distributors (says they're holding shipments)...upgraded my package to 54's and are on a plane.

Customs is holding them or the distributor is? If the latter then my suspicions are confirmed in a round about way.

Your suspicions are right...looks like cohiba is holding sticks to make a perceived demand.
I was talking about the distributor of your vendor's country. But, I see you're talking about Habanos SA now.
