Alright, my brother and his business partner are very interested in opening a restaurant, they want to also have a cigar area - whether it be in a separate room then the restaurant, or in an outside patio.

I've done some researching, but I'm still not clear on the laws. Does anyone know where to find exact information on the laws?

I understand smoking in a restaurant is banned state wide - so how do Hookah lounges and Cigar lounges do it? They nearly all serve some form of food/drink, along with indoor tobacco smoking.

Any input at all is greatly appreciated.

California has some tough non-smoking laws, but many cities + towns have enacted even tighter restrictions. I suggest that your brother contact the business license division in the town where he wants to conduct business for complete info.

My boss is partners in a restaurant called The Winery (you'ld like this place Ted) They have a patio outside for cigar smokers. I would think that in SoCal an outside patio would work just fine. It never gets so cold a propane heater wouldn't work. I assume you would have to have a patio considering it is a restaurant, and not a cigar lounge.
