So two weathermen are leaving work for the day. As they walk through the parking lot, one of them glances back and notices a wide open window in the building. "Crap!" he says "I gotta go back...I left my office window open"
The other weatherman says "So what?"
The other says, "Well you never know...It might rain"

I actually read that article. She was saying that there is the same chance that that precipitation and temp will be low, average and high and that one isn't favored this year over the others. Statistically speaking, it could equally be any of the three.
