That's very vague.
What's your budget and what do you want to do with the rifle? Why a quad rail?

why not just stick with a DPMS gas block and rail system? they sell them on their website... (they also sell troy industry stuff)...

My advice: skip the rail. You're not going to use the space for anything. The only thing you will add is weight and money.

If you're dead set on having it: go with the Troy TRX-Extreme. Cheap, lightweight, and all-around awesome. It's what I have on my rifle.
Gas block: I have a low-pro Daniel Defense one that works as advertised.

Go to rainier arms.com for the Handguard. As for the gas block just shave the sight off of the one already installed, that's what I did with mine it's easy and free.

Good thinkin'! Just used a cutting wheel? Saw?

What did you do to protect the bare metal?
There is a great set of tutorials on this page. About 2/3 of the way down the page is one for turning your FSB into a low profile block. Been building my own ARs for a long time. The FSB project is very simple.

For a lightweight rail, consider the Fortis products. I am building an SPR at the moment and will be using the Rev 12.

Free float modular tube, light weight and can add a small rail section wherever you want if you need it.
Any tube advise that's not going to kill my wallet?

Pretty much this. The only hard part is if you decide to leave it on the barrel while cutting it down... could lead to serious problems.
I chose to replace mine simply because I didn't want to cut mine while still on the barrel, but also didn't want to mess around with taper pins for the re-install.
