Has anyone ever ordered cigars from this guy? Seems a little off the beaten path.

If you mean rockyscigars.com, I have but about 7-8 years ago and the stuff was fine. Ordering was easy, shipping was fast and the cigars were good.

But like I said, that was years ago.

If you are talking about Rocky's Cigars, I have bought from them several times and all transactions went fine. The last time was probably a 6-8 months ago.
