You can reload, but you have to background check for primers/gun powder now too with this new law, and again no mail order

Not 100% certain how the legislation reads in regards to that where ammo is concerned. However, I would imagine that since they have included mailorder ammo in this process, smuggling ammo across state borders would land some serious fines and/or punishment.

I often wonder how long it would take for the "pro gun control" states to implode if all the legal gun owners would migrate to more friendly states. I know it's not realistic to expect a mass exodus of gun owners from CA or NY etc, but you know just let them regulate themselves into oblivion and watch from the sidelines. Hate to hear it passed. It will be coming soon to more states. Be vigilant of the proposals....
