It means it is not a forever stamp and if postage increases you will have to use more stamps to mail a letter
so... it is just like any other stamp. if it isnt a forever stamp, then they didnt need to have "forever" on it all all, let alone cross it out. they didnt need to say anything at all.
also, it says forever in the description.

i dunno. just seems ... not right.

All samples of USPS postage have the amount crossed out to prevent counterfeit postage.
looks like you are correct... all others from the site also have "forever" or the amount crossed out.
sorry, but the Forever crossed out under the flag didnt sit right with me... i thought that was how the physical stamps were when you received them.

I sent my Comcast bill out last week ( with other bills) and it came back stamped "insufficient postage' and missing it's stamp.
Funny thing was, I actually had handled the mail twice. There were 7 envelopes when I left the house, and I re-counted each one "stamp first" if that makes any sense, at the post office.
I do this to make sure nothing gets dropped.

So it comes back Thursday with no stamp on it. I put a stamp on it, cross out "postage due' and, this time, just leave it in the mail box.
It is back in my mailbox today, stamped that it went all the way to Pitts burgh, then they sent the thing back to my house.
WTF

LOL I gave USPS a dollar already and they keep giving me the thing back. I dunno if they want a blow job or what? to mail this thing. Go to my profile under information I've mailed cigar bombs that actually had a roll of smokes with a watch wrapped around it, and wires going to the sticks. ! -- that , they have no problem delivering !

LOL I got good credit. I built it up buying cigars :p
