I received a box of Cigars for the holiday and noticed they are very hard to draw and seemed a little wet. Some of them have a few green patches on the leaf as well. Decided to dissect one to make sure it was not mold (which it is not). What is the best course of action I can do to get these smoking down the road if possible?
Attaching a photo I took for reference.

Thanks a ton!

Alright, i can help with this one.
1) Those spots are usually water spots, but also could be incomplete curing (unlikely unless these are major dog rockets). Filler tobacco and binder typically have those spots, wrapper should not.
2) Hard draws suck, most often it is the fault of the roller/quality control, but sometimes it's also how wet the cigar is. You can try dry boxing one for a few days and that will tell you it's a moisture issue. If that doesn't help, you can poke out the middle of the cigar with a long thin wire (redeemer if you want to be fancy). Also, massaging any lumps during smoking can help remove the plugged area of the cigar.

Well the spots aren't really on the outside leaf, a few small ones. It's more on the inside leafs where this photo was taken.

Yup, filler is fine. What cigar was it?

I homeroll, so it's very common to see filler grade leaf that way. Looks pliable, makes me think that it's too wet.

Not to start another thread about relative humidity (@sofc), but I leave my sticks at 62% rh, i prefer most cigars drier. Stick them in your humi and let them age and dry a bit. Wet cigars don't burn or draw well, not to mention have many off flavors.
