It's usually something that turns on by itself. Once you hit a site that requires Javascript to be turned on, it'll automatically start. If it's required and you don't have it already, then it'll link you to the java site to download it.

I need to download adobe and it saying my secutity settings wont allow it Ive never had a laptop be this big of a pain ill guess ill deal with that another day.

First thing I do on a new computer is completely strip the OS. Then I install a blank copy without all the bloated BS demo crap. Then add your drivers and a basic antivirus like AVG or Microsoft Essentials and you're good to go.
