I assumed that they're Pepin/My Father seconds and/or overruns.

I think the "Liga" is a clever piggy-back marketing ploy used to lure people in, but in reality, I'm sure it's just referring to the Ligero that's supposedly in the blend...

Based on the way the packaging looks and the statement "Nicaraguan Ligero-Laced 2nds hail from the same factory as our Nicaraguan 90+ Rated 2nds" my guess is that they are just another version of these.
