This was my first thought. But i don't know a whole lot about this stuff

it's what it looks like to me man.

wrapper are the best looking leaves. made to improve the look of the cigar and add flavors, but underneath the leaves look less pretty.

I am still learning though man, i might be wrong. just my thoughts.

Sun/water spot. Cosmetic flaws with binder/filler leaf are common. Smoke it.

Looks like a sun spot to me too. I've seen dozens of them over the past 5 years. Sometimes hidden under the band, or a cedar sleeve.

BTW, was the foot damaged, or did you peel that wrapper back, and if you did, why?

It was damaged a little bit. I just happened to get a glimpse pod that spot so i pulled the wrapper back to take a better look.
