It is not. HR 4284 is an expansion of the endangered species act. It's an April fools joke.
The harsh fact is that while this was an April fools joke, it could happen and is in the FDAs suggested changes to the tobacco laws.

After seeing what the Feds & States did to gun owners over the last 18 months it would not suprise me if they soon pull the same bs to cigar smokers.
