Another thing I have noticed in my traveling and in the different places I have lived is that the economic status of the area also effects the service one gets.
In lower income areas servers actually make good livings...relatively speaking and really care about doing a good job.
In high income areas like the DC suburbs (no, I am not high income) the servers barely get by so this results in people choosing to serve as an almost last resort and they almost seem bitter and seem like they feel they are entitled to a large tip regardless of the quality of their service.
