Smoked a '13 Ramon Allones Superiors and an '11 H Upmann Connie 1 on family reunion this week. Both were amazing!

Also smoked a Ramon Bueso Genesis that was quite good.

Is it dry? Does it brush off when you wipe it? Smear? Looks like it might be some excess gum which isn't unusual with habanos. If it has dimension and looks fuzzy it could be mold, but the pic isn't super clear.
