I've noticed the same thing. I just assumed that the popularity of CC's has increased over the last 2 or 3 years and they can't keep up with demand. Maybe folks are trying to increase inventory in anticipation of the end to the embargo and the inevitable decline in quality. I know I am making a move in that direction.
Wait, really?? Hadn't heard that. That would certainly suck.

It wouldn't be the vendor not buying more stock, it would be the vendor not putting more stock in the US-side of the website.
The vendor often has items available to others that are not available to US folks, likely due to lower margins on particular product and higher losses if there's a seizure.
The vendor also has two warehouses, shipping to the US only from one, and not the other to ensure parcels enter the US through JFK instead of LAX, which if my memory is correct has higher seizure rates.
