That is the perfect "sweet spot" for cigars. You can find such a range of GOOD flavor, strength, etc. within $7-$10. Is a $20 cigar better than a $10? Sure, most of the time it is, but is it twice as good? Well that's not often the case. Forgive me if these aren't perfectly within your $7-$10 range as I'm just roughly basing this off of the prices at my B&M.
