That's easy you're not using Boveda
.
It might be the beads are over humidifying parts of the wrapper or it could that your hygrometer is acting up. Problem with silica beads is that you can easily over hydrate them and you need dry beads to soak up any excess humidity. That could be what's wrong with your set up. Toss in some dry silica beads (couple of ounces) and see if that causes any change to your RH readings.
Hygrometers are not as accurate as people make them out to be. You can get drastically different readings depending on where you place your hygrometer. How your cigars smoke really should determine if you should boost or lower your humidity.
I live in Arizona and i keep cigars at 69%RH all the way through "75% RH" without any problems. I was given a 20 count bag of 69 rh boveda packs by my brother and quite frankly it made storing cigars zero effort with no worries. I've had them for 8 months now and quite frankly i trust Boveda more than any hygrometer. It might be time to order some Boveda packs if you don't already have them.
Here's some pics of my humidors and how i store cigars without caring what my hygrometers read but instead rely on Boveda to do its thing. The Boveda packs really do regulate humidity better than any alternative. The whole don't mix boveda with other humidifiers since they will "fight" is nothing but nonsense just like you can't recharge them (as long as you have enough of them they will regulate to their specified RH).
This is my Havana 500 count footlocker (contains 12 large boveda packs) and a 32 quart Sterilite airtight storage tote (contains 5 large boveda packs) where i keep the humidity at "75% rh" with cat litter and then toss in a bunch of Boveda packs to regulate the humidity.
Here's the 32 quart sterilite with a xikar digital round hygrometer (it reads 75%rh and 67 degrees Fahrenheit) that i just tossed in there because i spent 25 dollars on it. There are 5 large 69 boveda packs and about ~6 oz of cat litter that i have full hydrated.
Here's my two 50 count glass tops with two large bovedas and overkill humidification (hygrometers read 70% rh and 71% rh)
Here's the footlocker starting from the bottom (one 8 oz black ice crystal jar; the rectangular humidifier has cat litter that i fully saturate with distilled water)
The dividers i turn on their side and use as shelves (you can see both dividers used as shelves)
Top dividers/shelf (1 large boveda; hygrometer reads 75%rh)
2nd divider/shelf (3 boveda packs no hygrometer since i only own 6 of them)
Bottom tray with 4 boveda packs the hygrometer reads ~67 degrees fahrenheit and 75%rh
Top tray with 4 boveda packs the hygrometer reads ~67 degrees fahrenheit and 74%rh
and last 5 "humi-jars" aka 1 lb coffeevac vacuum sealed coffee containers.
