It's definitely on the list
It shares the name only. Habanos SA is not affiliated with any of the knock off names the NonCuban brands steal. I think every brand of Habanos has been stolen except Qual D'Orsay and Vagueros. I even saw a Ramon Allones NC.

But anyways San Cristobal De La Habana - is Legit

I may be mistaken but I believe I read somewhere that Habanos SA is involved with, or is, a parent company that holds a large stake in Altaldis or General or whatever huge tobacco conglomerate that has a bunch of the NC version of the CC brands.

Altaldis was hired to consult Habanos SA with marketing, etc. They helped with the regional versions and edicion limitadas. But, Habanos is part of the Cuban government. So I doubt that they are expanding in the NonCuban market

Also, there is a unresolved court case of Cohiba vs Cohiba for stealing the name

From Wikipedia: In 2000, the Franco-Spanish tobacco giant Altadis purchased 50% of Habanos S.A.

Spain does have a agreement with Habanos and they get the best cigars from what I have heard. The tobacco production of the NCs that have the same name as the Cuban brands are not sister companies or affiliates with the brands. For example- H Upmann has nothing to do with H Upmann the Banker series or any of those blends. Those are made by guys like your boy AJ Fernandez.
