Found it.
Antique Finish: In paper, a toothy, open texture, usually giving a hand-crafted look.

So its like those hand made papers that arent smooth, but have this awkard texture to them. Like the peel of a pear or olives. etc

means bumpy as far as i can tell. padron's are typically very toothy. opposite of toothy would be silky or smooth, like many Connecticut shade wrappers.

Ok so the wrappers that have the little fuzz or small burrs on them. Looks like 5 o'clock shadow if you look across the ciagr. Yeah?

From Cigar Afficianado, posted in the other thread as well:
Q: What exactly is tooth? Which cigar is the toothiest?

A: Tooth describes the small, oil-filled pockets common to sun-grown, Sumatra-seed wrapper.

Cameroon wrapper is the toothiest tobacco, but tooth can also be found in wrapper from Indonesia, Mexico and Ecuador. It's generally considered very desirable because the oils in tobacco are the source of its flavor. Toothy wrapper equals oily wrapper, and often a more flavorful cigar.
