looking for the best petite corona

Depends on what you like and for how long you mean to keep it.
If its a savory cigar (or lets say with tobacco based flavors) consumed young; Juan Lopez.
If its a savory cigar (or lets say with earth & peppery spice based flavors)with age; Bolivar.
If its a sweeter (or softer) cigar consumed young; Qdo Coronas Claro (though it's a corona).
If its a sweeter cigar with age; Cohiba Siglo II

If you want domestic suggestions, I have tons, but my isom knowledge is sadly limited. I did LOVE the party short I had, though--amazing full-size flavor in a tiny package (reminds me of one of my favorites--the Padilla 1932).

There are so many good Petit Coronas out there, I don't know how you can just pick one as the best. Just curious what flavor profile do you prefer? Cocoa/Spicy/creamy/Coffee/earthy/etc. This would really help me make a recomendation.

Diplomatic No.4's- The 08's are really good.
Partagas Petite Coronas Especial- The 08's are smoking really good as well and they are a great value for the $$.
Bolivar Petit Corona- This has to be one of the most popular Petit Coronas on cigar forums. Ya I know the Monte 4 sells the most but I've seen more talk about the Boli PC's.
Saint Louis Rey Petit Coronas- A very good meduim strength PC that really ages well.
Rafeal Gonzales Petit Corona- Another milder PC that when aged has some very nice cocoa like flavors.
Por Larranaga- I really like the carmel like flavors I get out of these.
Punch Petit Coronas del Punch- One of the stronger PC out there that pack a "Punch" 08's are rumored to be smoking well.

It may be, but it's not a PC.
The ERDM Lunch Club, a wonderful cigar, taste just like it's big brother the Choix Supreme. They smoke well young and only get better with time.
