Do all banks charge currency conversion fees? I've been charged $60 this last month.

Yes, and they vary depending on the bank. Some cards get double dinged, meaning Visa charges a fee for conversion as well as the bank that supports the card. (I.E. Visa charges 3% and Chase charges 2%. This is just an example, don't know exact numbers off the top of my head). Used to work for AMEX and had to answer this question all of the time.

I used to travel internationally a lot. (I've visited 26 countries.) Amex always provided the best conversion rates, though that may have changed in the last 10 years.

They all charge something. Even the ones that don't charge a stated percentage take their fees in the currency conversion. Unfortunately, they don't work for free.
