How to decide if source will be reliable?

Hey, so I'm new here, and fairly new to cigars. I'm not asking for sources, I'm actually just looking for some advice on how to decide if a website is going to be a reliable source before I shell out 200 for a box. How do I tell if my order will get to me or even be sent once they have my money?
I don't really know how the customs and such works when you order them either. What are the repercussions if they catch you ordering them?
If this thread is inappropriate, I'll remove it, but would really appreciate some advice, even through PMs.
