Certainly. As you've stated, tubos aren't exactly "sealed", but I believe they make a fine slow aging vessel. Also I believe taking the caps off, or loosening them, will allow more air to circulate thus aging cigars faster.So, would you say the same holds true for tubos?Cigars age faster the more fresh air they're exposed to. That is not to say better, but faster. Many people see fast results and think hot damn!!, but given longer in a sealed box/cab I can almost guarantee will turn out better.
But I think we agree faster does not equal better.
To go a little further, I would not remove cigars from their tubes for storage. Loosening caps on cigars I plan to smoke relatively soon is enough.
Side issue - I prefer to keep cello on, because it offers a nice layer of protection in handling and future transit. Cigars don't generally come home and stay put, they're rotated, traded, etc. I don't believe cello hinders nor improves the aging process to any degree worth mentioning.
