My understanding is bloom is caused by the oils on the wrapper crystalizing. So in theory, the more oily the cigar wrapper is, the more likely to form bloom. But from what I have seen, as the oils convert into bloom (crystals), the wrapper tends to lose some of its oily sheen and I guess the oils dry out a bit as they convert to crystal form.

Funny stuff.

On a related note, I read something interesting on another forum about these natural tobacco oils. One shop owner was observed brushing their stock of cigars, presumably to evenly distribute and even push some of the oil back into the leaf. The results were darker looking cigars that had stronger and richer flavors.
