This is Olympia looking for a way to lower the state deficit. Washington is on the top 10 list of states in debt. This is what happens when liberal democrats have free reign for far too long. They have no intent of easing up on smoking restrictions.

I spoke to my Brother-in-Law who lives in Seattle and he said that the B&M where he picks up sticks does not support this. When they ran the numbers they felt this stipend cut into their razor thin profit margins. The owner of the shop does it as a side gig, he works at Boeing and he loves the hobby. He feels that this will price him and others out of the business.

He described this as being akin to union busting and I am inclined to agree.

I don't see how this could cause his business to fall. According to the proposed legislation, it simply allows them to apply for the permit to allow smoking. It isn't a mandatory fee for all tobacco shops. If he can't afford it, don't apply and stay smoke-free.

FWIW, I don't work in the industry, and I haven't researched this particular legislation. I just read the article you linked in the OP and it seemed pretty straight-forward to me.
