Those with a profile can invite people. They will likely open it up soon. If you're interested in an invite shoot me a PM with your gmail address. I created a circle for my BOTL buddies but there's not a lot of activity on Google+ for any of my friends so far

I like the circles and security features better, but beyond that I'm not sure if it's any good. But curiosity will bring me down with the cat.
