Using a linux bootable CD would be a good way, but a USB drive won't show up as /dev/sdb probably. And since the drive is on its way out I would suggest not using dd, but ddrescue.

If you have the bad drive you can get an external USB case, and get your stuff off of it, but your programs won't be there.
