Is your hygrometer calibrated?
Personally, I would get a digital one, that way you can see the temp and humidity. I am not to fond of the analogs.It was 5% off with the salt test.
My humidor is a tupperware container for now. I had a dry mistat tube in it and switched to the humidity tube and the humidity started rising into the 80's. I took the tube out and put it in a seperate empty container with the hygrometer and it went up into the mid 90's. I have cheaper store bought hygrometers, but I know that they are not that far off. I will break down and get a adjustable one from one of the sponsers.

There you go. Too much worry about the numbers. Try the sticks!! Good advice. I used to check my humi ebry day and try to keep it perfect. Now, I try the cigars and adjust.Smoke one of the sticks and see if it smokes wet (hard to draw, and/or pronounced cone-shaped ruby, and/or inadequate amount of smoke, and/or tastes sour). If it tastes OK, don't worry about it.
