If this isn't a complete joke, I've actually been in this situation with my last house. The neighbors were kind of...well...not to be too harsh, but trailer/white trash? Nice people, so I hate to use that descriptive, but always with junk cars in the drive way, junk piled up on the side of the house, etc. Luckily someone called the county about the cars.
I just crossed my fingers. Never know how long it will take to sell the house and I didn't want to risk pissing them off by saying something only to have them be deliberately "unpleasant".
