I lived in Germany for four years, where the use of photoradar is very common. They have boxes set up at intersections and on certain parts of roads, as well as temporary setups that they move from problem spot to problem spot. In all that time driving on the Autobahn, I never got my picture and ticket in the mail. I got flashed once but they didn't send the ticket. If there was any reasonable doubt about the ticket—such as, blurred plate or driver's face, more than one car in frame—they simply didn't send it. Guess I qualified.

The one ticket I did get was issued by real, live, old-fashioned officers of the Polizei. Well, not too old-fashioned. They were using video radar. When they pulled me over, they had me come over to their car, showed me the video (with my car in the crosshairs and a digital readout of the speed in the corner), and asked if I agreed that it was me in my car. Yep, ya got me.
