They pop up all the time online. You just have to keep your eyes open and jump on it immediately. I was not looking for them at all, it was during my hunt for Dirty Rats that brought me to this box. Now, I would be saying the exact same thing as you, if I saw boxes of DRs being posted on here all the time.
