Lilbrown.com has tins of Dunhill Deluxe Navy Rolls on super clearance for about $4.50 each BUT they only ship to certain states and add your state tax and sales tax.

If you are lucky and have low taxes like Tenneesse its less than $36 for 5 tins shipped, which is about half PandC even with a 20% coupon.

No state has 200% tobacco tax, they're just padding their pockets with people who don't pay attention and don't check their credit card statements. And no, it's not just new FDA regs, either. They were pulling this long before, too.
Scum. Period.
Needless to say, I've never completed an order there.
