Just put em in. The humidity will dip when you put your shelves in. Not going to hurt the cigars...won't dip that much. If you are still super worried...once your shelves get in just put the sticks in gallon zip locks with a humi pack. I have a pretty big wineador and when I put my shelves in it only dipped for a few days and I had less beads than what you have pictured. I also put a small dish with a cut sponge and a little bit of water until it got up to 60 and then let the beads take it up to 62 by themselves. Never had issues with my cigars. Good luck with the project. Also...make sure you can see you hydro from outside of the humi. If you are that worried about stabilizing it...then don't open the door. Biggest issue IMO with people that have humidity troubles.
