That was faster than expected. I received a response back from Padron this morning:

Thank you for your email and for letting us know about the counterfeit
Padron 1064 Anniversary Principes that your friend bought in Managua,
Nicaragua.
We do not sell cigars in bundles and the only two places authorized to sell
Padron Cigars in Nicaragua are : Hotel Intercontinental Metrocentro (at the
bar) and our duty free store at the airport.

My thought is that they're probably well aware of the problem but that they can't really do anything about it. From what I'm told the amount of corruption in Nicaragua is pretty staggering.

Honestly, without giving them specific details other than there were bought in Managua, what can they do? Scam artists love seeing Americans down there($$$$$), and will sell you anything they can. I think Padron was making an effort to inform people of where they can buy legit Padron in Nicaragua. I don't blame them for not trying to "go after" whoever is selling fakes, they have real Padrons to roll.

Wow, those are some nice bands on the cigars. You can tell they are literally cut with a scissors, just look at the top of them!?!

First, I would contact Padron and let them know about them with as much info as you can give them.
Second, I'd freeze them and use them as "give to the mooch friend" cigars - or throw them out. Fakes tend to have all sorts of craziness stuffed inside of them.
