You do not need to let these cigars rest/age more because of the burn issue you described. There are many 2013 Cuban cigars that are smoking well right now. The cigars you have are now 10 months old and that would have absolutely nothing to do with how it burns. Sure it's possible the age can affect the taste/flavor if it's going through a sick period, but not the burn. A 10-month old cigar's burn would only be affected if it was made poorly (as in under filled etc), smoking outside in windy/humid temps, or it's storage conditions aren't ideal... like a high Rh etc.
And the box code is when the cigars were rolled, it doesn't prove the age of the tobacco. Either way, age of the tobacco would not affect the burn if properly stored unless you smoked it fresh off the rolling table from fresh tobacco.
If you're asking me, you are definitely dealing with a cigar that has too much moisture... been stored in too much humidity.
