As part of the restoration process and sanitizing of an estate pipe, you (almost) fill the bowl with salt and then soak the salt with alcohol (like everclear, bourbon, etc. or 91% and higher isopropyl) for 8-24 hours. The alcohol-soaked salt draws out more tar and ghost flavors from the bowl.
After it sits in the bowl for that length, the salt will look something like this:
BTW, the caption in the picture says that they used gin. I, personally, never would because gin is full of botanicals and would leave a distinct flavor that would fight with the flavors of the tobacco. I *will* most likely. I've been piping for less than a year (last July, actually). Once the cake builds up and I need to ream it again, I'd do it.
As I think about it, I would do it when I start to notice "ghosting" - the stale flavors from previous use starting to interfere.

Thanks guys, I wanted one of Pauls for work only and he sent me this... Its too dang nice to beat up as a work only pipe. I picked out a camo poker of his that I already had to use for work..
He sure does make some fine pipes and reasonable prices, and he's a heck of a nice guy too.
