My Palio is my second favorite cigar cutter; it cuts better than anything I've tried except for my Swiss Army Knife (SAK) cutter. The Palio certainly cuts better than my expensive Xikar as well as any cheap cutter I've tried, but it's still only second fiddle to my SAK. Unfortunately, the Palio feels a little cheap in your hand, especially compared to a Xikar which has better heft and a much better choice of high quality finish materials. If you can overlook all that and focus on pure functionality, the Palio provides a better cut than the Xikar...but still not as good as the SAK.
I like the feel of the Xikar inmy hand until I snap it closed and pintch the palm of my hand. I've done it so many times I just put it in the box for useless accessories, or accessories I don't use.

i will save the negative reviews for my xikar page
damn 60 dollar cutter pinches cigars instead of cutting them... POS.
Cheap 20 dollar Tat cutter than I got for free is better to me, and has been cutter of choice for a few months and still going strong.
