Why wouldn't supplier tell Jersey to shove it though? How can Jersey enforce their tax code in another state? It's really weird. I know that PA sends a letter every year, to report groceries, etc that you purchased out of state and did not pay tax on, that were consumed in PA. Odds are someone got caught reselling this in NJ, flipped on their supplier, NJ goes after supplier, Supplier hands over list of shipments to NJ Tax Dept. Sales Tax audits can get weird, really quickly

Granted sales tax is the main issue not tobacco tax. However all other tobacco products other than cigars are reported to the ATF. It's called the PACT act, enacted in 2010 to cut down on interstate cigarette smuggling
